DMS Foundation (Disaster Management Services) is a Canadian-based not-for-profit registered public charity (Charity No. 84526 9075 RR0001), dedicated to improving the lives of Canadians and those of the most vulnerable people exposed to natural and other disasters worldwide and who lack the means to develop emergency preparedness and response programs on their own.

DMS Foundation was formed out of recognition that when disasters strike, much needed help arrives too late, often days after a disaster has occurred. Community preparedness is the only solution for people living in high-risk areas. The local population are the only ones who can bring any effective help in the first few hours following a disaster and it is their capacity that has to be strengthened.

Hundreds of millions of dollars are spent annually in response to major natural and other disasters that occur in developed, developing and under-developed countries worldwide.

A number of emergency response and disaster relief agencies provide significant services to the victims of natural disasters, strife, disease and poverty. International Financial Institutions and a number of Governments provide funds in post disaster reconstruction projects, which in many cases are to no avail simply because no local community infrastructure has been created to cope with future disasters.

In order to break this cycle of destruction greater emphasis needs to be placed on the timely use of technology and predictability tools to anticipate the advent of a disaster in the making and therefore, a need to focus on prevention measurers that empower people to look after them and get out of harms-way before a disaster strikes.

Disaster mitigation and prevention programs are less costly and more efficient in reducing the number of deaths, shattered lives, property and economic losses as compared to disaster recovery and reconstruction. DMS focuses its efforts on disaster mitigation and emergency preparedness programs by tacking vulnerable disaster prone communities on the basis of “one-community-at-a-time” and therefore, develops a unique opportunity to make an impact by preparing people at-risk to anticipate and respond effectively to disasters when they occur and long before any outside help may arrive.
